The Old Town Spring Improvement District was created during the legislative
session on June 16, 2001. This bill was #S.B. 647 in both the House and the
Senate. This legislative act took effect on September 1, 2001. In November
2001, there was a special election to confirm the creation of OTSID at the
Wunsche School. This confirmation was not interposed by the U. S. Department
